So you're a Bush administration official looking for a reason – for whatever reason – to invade Iraq (let's say Donald Rumsfeld). You ask your intelligence agencies (CIA, DIA, NSA, etc.) to confirm that Iraq has ties to Al Qaeda. The agencies are mining their fortunes, verifying their data, training satellites and wiretaps and whatever other exotic technology they may have for the Iraqis and dispersed al-Qaeda members.
And after analyzing everything, they conclude that there are no links between Al Qaeda and Saddam Hussein.
This is a setback. You can't name the real reasons for invading Iraq – oil, political gain, and revenge for Papa's assassination. You just need to have evidence linking OBL to SH.
So what are you doing?
Now that this government is the most intensely political in the history of our fair nation, just follow the Rove game plan – you create a new "intelligence agency" and fill it with political representatives who will do so Acknowledge whatever the administration spits out. (…)
For clarification, the CIA (and other intelligence agencies) collect the information. You then interpret it. But if the administration doesn't like this interpretation (e.g. Hussein and OBL hate each other and would never work together), the new agency can take a look at the information and come to a "more acceptable" conclusion (or in Rumsfeld's words: " Help policy makers assess the information received ").
The gods save us from this cabal.
